Consistently working towards enhancing efficiency to ensure seamless facilities, services: Hry CM

Haryana Chief Minister Manohar Lal Khattar on Monday said that the journey of good governance in the State commenced in 2014, resulting in the establishment of trust among the people in government and its services. Adhering to the principles of good governance, the current State government is facilitating convenient access to government services for citizens from the comfort of their homes. In pursuit of transformative efforts aimed at reshaping the government system, ongoing initiatives are consistently working towards enhancing efficiency to ensure seamless availability of facilities and services to the general public. He emphasized the importance of maintaining a clear direction for good governance and stressed that it is also the responsibility of officers to ensure expeditious service delivery.

Addressing the officers and officials at the state-level programme organised on Good Governance Day in Panchkula, Khattar paid homage to Pt Madan Mohan Malviya and the former Prime Minister Bharat Ratna Atal Bihari Vajpayee, on their birthdays, and acknowledged that it was under the leadership of the former PM Vajpayee, that the country witnessed progress from East to West and from North to South. The initiative of fostering connectivity had begun during his tenure, which is regarded as a model of good governance. Recognizing this, Prime Minister Narendra Modi launched 'Good Governance Day' annually on his birthday in 2014. In alignment with this vision, he had initiated the CM Window as a manifestation of Good Governance Day, two months after assuming office in 2014. Presently, over 11.50 lakh individuals have gained direct access to government through the CM Window.

He highlighted that in alignment with the age-old concept of good governance deeply rooted in Indian culture, the state government has been consistently working for the past 9 years to provide citizens with facilities, services, and solutions to their problems. In pursuit of this goal, the government has reformed the existing system to make it more user-friendly. Notably, the introduction of the online teachers’ transfer policy in the state witnessed a satisfaction rate of over 93 percent among teachers. Building on this success, a similar online transfer policy was implemented for employees, effectively addressing concerns related to transfers. The positive outcomes of this policy have led other states to adopt similar practices.

In a further stride toward good governance, the Chief Minister launched the online transfer portal for Group-D employees. This portal allows employees appointed after the enactment of the Group-D Act 2018 to apply for transfers online. Additionally, individuals can use the portal to apply for transfer to other positions within the Group-D common cadre.

Khattar unveiled two additional portals, one of which is the Atamnirbhar portal. This portal allows individuals to access five essential documents from their Family Identity Certificate, including the Family Identity Card, Ration Card, Caste/Income Certificate, Senior Citizen Certificate, and Very Senior Citizen Certificate.  Facilities like farmer details from Meri Fasal-Mera Byora, Kisan Gate Pass, e-purchase, J-Form details, property details, marriage registration all conveniently accessible on the mobile phone through Jan Sahayak Mobile App. Apart from this, he also released the Integrated Multipurpose Activity Cooperative Societies (CMPACS) souvenir which aims to connect people with the cooperative movement.

He highlighted the government's robust efforts over the past nine years to combat corruption, citing initiatives such as Direct Benefit Transfer (DBT), online transfers, educated Panchayats, e-ravana, and the abolition of the remand system. These endeavors collectively form the foundation of good governance.
