Punjab launches 'Bhagwant Mann Sarkar, Tuhade Dwaar' Scheme

In a groundbreaking move towards efficient governance, Punjab Chief Minister Bhagwant Mann and his Delhi counterpart Arvind Kejriwal on Sunday jointly unveiled the ‘Bhagwant Mann Sarkar, Tuhade Dwaar’ scheme, marking a historic day for the State. The initiative, which promises to deliver 43 essential services to the people’s doorsteps, reflects the Aam Aadmi Party's (AAP) commitment to transparent, citizen-centric governance.

 

The Chief Ministers, addressing the gathering after the launch, emphasized the revolutionary nature of the scheme.

 

Hailing the day as a defining moment in Punjab's history, Mann asserted that an impossible feat has been achieved with the implementation of this scheme by an honest government. The citizen-centric model, inspired by the Delhi Model introduced by Arvind Kejriwal, is envisioned to set a precedent for responsive governance across the country, he said.

 

“This is not an ordinary day but it will go down in annals of Indian polity and history as a defining moment for Punjab and Punjabis. It will be asked in the future that when inconvenience to people has come to an end in government offices of Punjab to facilitate the common man. And the answer will be that it was on December 10, 2023, when Punjab had witnessed this revolution to benefit the common man,” he said.

 

Mann expressed confidence that the scheme would restore the pride and honour of the common man in the State. He assured that the toll-free number 1076 would serve as a catalyst, ensuring the delivery of government services within stipulated time frames.

 

Drawing a contrast with his predecessors, Mann highlighted his proactive approach, conducting surprise inspections and swiftly resolving pending matters. He cautioned the officers that 43 services have been covered today but will cover more than 80 schemes of the state government.

 

“Apart from this, 92 MLAs, including me, will regularly keep a tab on the scheme to benefit the common man and end his exploitation. All of them will conduct inspections at the government offices thereby facilitating the common man,” said Mann, adding that rather than facilitating the common man, the previous regimes had looted the people due to which they were ousted from power.

 

Arvind Kejriwal, in his address, commended the Mann Government's anti-corruption measures, citing raids and arrests of leaders alleged to have looted Punjab.

 

AAP supremo lauded the ‘Bhagwant Mann Sarkar, Tuhade Dwaar’ scheme as revolutionary, providing around 99 per cent of State Government services at the people’s doorsteps. Kejriwal criticized previous governments for their inertia, asserting that this citizen-centric scheme should have been launched immediately after independence.

 

Under the scheme, citizens gain access to 43 crucial services, including birth and marriage certificates, income and residence certificates, and various other essential documents. The move towards doorstep delivery aims to eliminate the inconvenience and harassment faced by the common man in government offices. To avail these services, people need only dial 1076 and schedule appointments according to their convenience.

 

Kejriwal shared the success of a similar initiative in Delhi, started in September 2018, highlighting the positive impact on corruption eradication. He questioned why other states had not implemented such schemes in the last 75 years, asserting that the AAP-led Governments in Delhi and Punjab were committed to transparent governance.

 

The AAP's national convenor celebrated the launch as a revolutionary step, referring to it as a hammer blow on corruption in Punjab. He emphasized that the scheme aligns with the party's vision for responsive and citizen-centric governance. Kejriwal's criticism of past governments, coupled with his praise for the Mann government's courage, signals the AAP's determination to bring about a transformative change in the state.

 

“Several big fishes have been put behind the bars and the money recovered from them is being judiciously utilized for development of the State…The ‘Mann Sarkar, Tuhade Dwaar’ is the biggest assault against corruption in the State,” said Kejriwal, envisioning that August 15 is celebrated as Independence Day from British Imperialism, now this day will be remembered as day for ‘freedom from corruption in Punjab’.

 

The Delhi Chief Minister said that this scheme will generate more than 4000 new jobs in the state thereby opening new avenues of employment for the youth. He lauded Chief Minister Bhagwant Singh Mann for launching several development oriented and pro-people schemes to give fillip to the development of the state and progress of its people.

 

“Every single guarantee given to the people of the State will be fulfilled by all means to immensely benefit them,” said Kejriwal.

 

The ‘Bhagwant Mann Sarkar, Tuhade Dwaar’ scheme not only ushers in a new era of accessible services in Punjab but also serves as a pivotal point in AAP's political strategy for the upcoming 2024 elections.

 

The move mirrors the success of a similar doorstep delivery scheme in Delhi, emphasizing the party's commitment to delivering on its welfare promises and providing transparent and efficient governance.

 

 

People to Get 43 Citizen Centric Services At Their Doorsteps

With the launch of the ambitious ‘Bhagwant Mann Sarkar, Tuhade Dwaar’ scheme, people are set to get 43 critical Government 2 Citizen (G2C) services by launch of door-step delivery (DSD) — such as certificates of birth and deaths, income, residence, caste, pensions, electricity bill payments, and others right to the doorsteps of citizens across the state.

 

The citizens can avail of the service by calling a dedicated helpline number 1076 and scheduling an appointment at their convenience.

 

The citizens will be informed of the documents required, fees applicable and others for the service to be availed. Citizens will receive an SMS with the list of documents required and date or time of appointment. Specially-trained personnel will visit their homes or offices at the scheduled time with tablets and complete the necessary paperwork, collect fees, and give an acknowledgement receipt with which the citizen can track his application.

 

The scheme will not only enhance the convenience of people but also eradicate the role of middlemen thereby bringing in transparency, efficiency and citizen-centric governance.

 

The citizens can avail themselves of the DSD Service through both Sewa Kendras and the dedicated helpline number 1076 from December 10 onwards.
