Taking note of misusing the office by securing pay and perks beyond the limits, the Directorate of Vigilance has sought details from the General Administrative Department (GAD) regarding tour details of Bibhav Kumar, Private Secretary to Chief Minister Arvind Kejriwal in the last five years. The vigilance department has also sought details relating to the amenities and facilities availed by Kumar during travels.
In a note, Special Secretary (Vigilance) YVVJ Rajasekhar said many officers of Delhi government have complained that Kumar has been indulged in passing instructions at the behest of the chief minister.
“He is indulging in passing instructions allegedly on the behest of Chief Minister. He is also insisting that the officer should disclose all the information to him in the first instance before meetings. It was alleged that he is issuing instructions to various officers without any written directions. It is also alleged that Kumar, is directly instructing the engineers of Public Works Department and very often directly supervising their work and influencing and pressurizing the engineers/ officers,” reads the note.
The note further stated that it is also alleged that he is misusing the office by securing pay and perks beyond the limits prescribed by law and it is also alleged that he was staying in extremely costly and extravagant luxury suits while on tour.
“In this context, General Administration Department, Delhi government may kindly provide the tour details undertaken by Kumar in the last five years along with the permissible TA/ DA and so the actual benefits taken by him with or without any legal sanction. Beside this, GAD may also kindly provide the details relating to the amenities/ facilities availed by him beyond his eligibility and titlements with or without permission of the Competent Authority.,” Rajasekhar said in the note.
The note further pointed out that action taken report pertaining to allotment of quarter to Kumar is still pending with the Public Works Department.
It has earlier directed the PWD to stick to house allotment rules and allot only the mandated category of quarters i.e., Type IV to Kumar after cancelling the Type VI bungalow currently allocated to him “illegally”. The department observed that a Type VI bungalow has been allotted to Kumar illegally in violation of Delhi Allotment of Government Residences (General Housing Pool) Rules against Type IV accommodation for which he is eligible.
The Vigilance Department in a note had stated that it is established that the PWD has to follow the extant rules and in this case the allotment rules stipulates that Kumar is eligible only for Type-IV accommodation since it is out of turn. Whereas, Kumar contrary to the extant rules occupying a Type-VI accommodation (bungalow) which was allotted from the Pool of Delhi Jal Board.
